This is the second book of a tetralogy named Vortex Evolution.  It comprises The Quantum Elbow, Storm Pilgrim, Quantum Heritage, and Vortex Eye.

Joe Bachelor is the Heir to Gadson Aviation, founded by Quantum Elbow inventor Terry Gadson.  Joe makes several small QE improvements, including a way to build an interstellar-capable passenger ship on a small scale – enough to restart stalled aerospace agency plans for off-world settlement.  Joe becomes pivotal in establishing humanity’s first interstellar village, Flora, on planet Hyacinth.  Although successful, the Hyacinth settlement project has to proceed at a very slow pace, because QE drives cannot power large spaceships – only small ones.  Transporting passengers or goods means lots of long trips with small payloads.

Joe discovers a spin-off QE transport technology that greatly helps humans on settler worlds, where transport is very limited.  On Earth, however, this new ‘Displacement Box’ form of transport offers huge benefits in the long term, but threatens to cripple Earth’s economy in the short term.  A dangerous invention.
